JOMA Refereeing Policy and Procedures
Submissions
An online submission form has been designed and implemented by Math Forum (for mathlets and modules, not articles). All submissions should go initially to the Editor, with an automatic response to the author acknowledging receipt. Submissions identified as Mathlets should also go to the Mathlets Editor. If Associate Editors solicit or receive materials, they should encourage the author(s) to use the online form. The online submission form will be (but is not yet) linked to a database by which the editors can track all communications and decisions. For each item submitted, one member of the Editorial Board will be the "responsible editor," as designated by the Editor. If the item is a mathlet, the responsible editor is the Mathlets Editor.
Initial Screening (Triage)
Any of the editors may recommend out-of-hand rejection of any submitted materials that are clearly not appropriate for JOMA. In that case, the responsible editor will notify the Editor, who will in turn notify the submitter by e-mail of the decision not to proceed.
Referees
The responsible editor will select referees (normally three), one of whom may be the editor her- or himself. The Editor will maintain a database of appropriate referees. The material (or URL) will be provided to each referee, along with guidelines for the refereeing process and a requested reporting date. All communications should be electronic, and a copy must be sent to the database for purposes of record keeping. The Editor should be copied, to avoid overwork of any individual and to recognize service to the Journal.
Decisions
Each referee is expected to make a recommendation on the following spectrum:
The responsible editor should then make a recommendation to the Editor, consistent with the referee reports, explaining any significant differences that may arise. The Editor will normally accept that recommendation, but the final decision on publication resides with the Editor. In the case of Mathlets, the Mathlets Editor has final responsibility. Recommendations regarding LOMA will be forwarded to the LOMA editor, with notification to the author.
